If it costs less, then the local island concrete plant is not importing the needed NON CONTAMINATED SAND required, but rather is mixing in saltwater contaminated sand which is why you see so many homes with huge rust marks running down the walls or a white cancer powder markings on the house walls both on the interior or exterior sides. You can literally use a nail to carve out the concrete walls which proves it is structurally inferior. Especially during an earthquake or during a hurricane structural flaws could open up completely leaving catastrophic results for your home.
